FY2022–23 smart stormwater appropriation

Florida's FY2022–23 General Appropriations Act, Specific Appropriation 1665A, included $250,000 for “Smart Stormwater Management to Improve Florida Water Quality and Prevent Flooding.” House HB 4011 and Senate Local Funding Initiative Request 2461 identify Good Samaritan Institute as the recipient/requester. A Florida Department of Environmental Protection Agreement Initiation Form records agreement number LPA0381 and names Good Samaritan Institute as grantee.

Voluntary safeguard

Conflict-of-interest and recusal practice

During my service on the South Walton Mosquito Control District board, I will not seek or accept a contract to provide realty, goods, or services to the District. No entity I own, control, direct, or represent will seek or accept such a contract.

When a measure creates a voting conflict under Florida law, I will not vote, will publicly state the nature of the conflict before the vote, and will timely file the required written disclosure. When the answer is uncertain, I will obtain guidance from District counsel before acting or participating. Public duties, resources, records, and nonpublic information remain separate from private and nonprofit activity.

This voluntary safeguard supplements rather than replaces Florida law, District policy, and fact-specific legal review. See Florida Statutes §112.313 and §112.3143.
